Get a court order to force them to sign, or better yet, a court award of title so you never have to deal with them again on this issue. If you've been paying for a while, might be quite possible.Consult an attorney in your area, of course.

File a suit for partition. This will force a sale of the property with the proceeds to be splt between the owners. You then buy it and pay her her share with the proceeds from the refi.
