Can the tenant purchase the house with a refinance loan?

The tenant will need to get a first mortgage, to be on the up and up. Now if you are renting to Buy, it is a different deal, as the tenants name is nowhere on title or loan. but pays the owner-landlord... Bad business, but have seen it done.

I wouldn't think so. If you are a tenant, someone else has the mortgage for the house where you live. You can't refinance something that isn't already in your name.
